The Office of the County Engineer provides a variety of important services to the traveling public. These are largely funded by the purchase of license plates and by gasoline taxes. There are 423 bridges and over 500 miles of public right of way - all the responsibility of the County Engineer. These responsibilities include design, construction, inspection, maintenance, and study which result in safety improvements or regulations in compliance with State law.

GENERAL DESCRIPTION: 

Under general supervision, the Engineering Technician may perform entry to intermediate level office and/or field technical duties in support of a variety of Transportation Engineering and Surveying office and/or field business units.  Depending upoN individual skills and organizational needs, individual employees may assist in planning, design, Computer Aided Drafting/Design (CADD), Geographic Information Systems (GIS, construction management, studies, computations, land surveying, land record management, asset management, or field operations.

 

QUALIFICATIONS:

Completion of secondary education or equivalent (high school diploma or GED) plus post-secondary education and/or training in Engineering Technology, Computer Aided Design (CAD) Technology, GIS Technology, Construction Technology, Surveying Technology, or related field; or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.

 

LICENSURE OR CERTIFICATION REQUIREMENTS: 

Must possess a valid state of residency driver’s license.  Must remain insurable under the County’s vehicle insurance policy.

JOB DESCRIPTION (POSSIBLE DUTIES):

  • Conducts surveys using various survey instruments (e.g. total stations, Robotic Total Stations, data collectors, prism poles, GPS Equipment, Drone, leveling rods, etc.);
  • Records readings from instruments and gauges; calculate distances, angles, elevations, grades, etc. using algebra, statistics, geometry and trigonometry;
  • Maintains notes of measurements and monuments and computes to prepare final survey plat; drives stakes or rods into ground with sledge hammer to facilitate surveying; sets final lines and monuments in field;
  • Ensures equipment is clean and operating properly;
  • Drives truck transporting crew and equipment;
  • Ensures work area is safe; meets with contractors to show them where field survey points are.
  • Researches the area being surveyed from survey records, plans, recorded deeds, and maps;
  • Prepares and reviews survey plans; prepares reports based on field survey data and existing records;
  • Answers questions from property owners or officials about work being performed;
  • Assists surveyors and attorneys in locating old surveys and records;
  • Performs as party chief in absence of supervisor;
  • Supervises assigned crew and directs the various surveying functions;
  • Plans and schedules survey activities to achieve effective utilization of available manpower;
  • Checks, verifies, and researches legal descriptions, survey records and other official documents covered under the Transfer and Conveyance Standards;
  • Advises attorneys, surveyors, government agencies, public, etc. of errors and the best way to correct these documents to meet the Transfer and Conveyance Standards;
  • Updates, revises, and corrects errors on Auditor’s Digital Tax Maps using GIS;
  • Performs data entry, filing, and scanning of surveying documents;
  • Accepts and accounts for cash received from fees and services;
  • Produces copies of surveys, tax maps, and plats using computer software, scanner, and plotter;
  • Using GIS, produces various types of maps when called on to do so;
  • Participates in project teams and/or groups and prepares related project documentation;
  • Participates in field investigations and the research and preparation of reports of findings for various projects;
  • Completes standardized transportation system asset condition assessments and updates asset inventories using modern office and field equipment;
  • Investigates complaints and prepares reports on findings, recommends solutions; conducts research related to right-of-way needs; utilizes computer to calculate, tabulate, file and maintain related records; determines suitability of current data gathering systems;
  • Assists in the production of desired reports for department planning and operations; validates information as needed;
  • Performs traffic studies to correct and prevent traffic problems (e.g., speed using radar detector, analyzes conditions of accidents and high accident areas, analyzes and prepares signal timing charts and school flasher timings, studies speed and number of vehicles in peak hours, surveys of sign retro reflectivity, etc.);
  • Prepares result and recommendation reports for supervisor's approval using information gathered in traffic studies (e.g., diagrams, statistics, graphs, narrative, etc.);
  • Prepares work orders;
  • Insures that work orders are carried out correctly;
  • Sets out mechanical vehicle counters, lays out striping detail, etc.; refers most difficult studies to supervisor;
  • Prepares detour maps for road closures using AUTOCAD;
  • Assists in the preparation and review of design drawings, layouts, contract plans and related specifications; helps prepare related project documentation (e.g., quantity estimates, bid documents, right-of-way plans, legal descriptions, etc.);
  • Assists in the review of plans and specifications to verify compliance with agreements, project requirements and specifications and state and local construction specifications;
  • Utilizes CADD and modern engineering software packages;
  • Attends all meetings and serves on committees, as directed; attends training and seminars, as directed;
  • Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions;
  • Demonstrates regular and predictable attendance; d
  • Due to the nature of the job, when scheduled for on-call assignment, the Engineering Technician must be available to return to work after normal work hours or on weekends and/or holidays when called to do so;
  • Performs other duties as assigned;
