Supervisory Senior Project Engineer

Serves as a Supervisory Senior Project Engineer. Located in the New York State Capital Region, Watervliet Arsenal is the oldest, continuously active arsenal in the United States having begun operations during the War of 1812 and produces high-powered weaponry for the nation and its partners. This duty station is responsible for overseeing building renovations and construction of new and unique facilities to support the Army's Organic Industrial Base 2035 Modernization Program. Duties include:

  • Provide technical advice and assistance to field personnel on reported or observed construction problems.
  • Participate in pre-work conferences with contractors to inform them of field construction requirements.
  • Maintain surveillance over the layout of work from established base lines and benchmarks indicated on drawings and the operations necessary for quantity surveys.
  • Direct inspections of construction operations for compliance with intent of design and specifications, interprets plans and specifications.
  • Confer with contractor representatives to resolve differences of opinion, and submits required field inspection reports in a timely manner.
  • Observe and investigate construction at all stages to identify problems and take timely action to resolve problems encountered; identifies, reports, and records need and data for change orders.
  • Direct the submittal by contractor of required work schedules, certificates and test results on equipment and materials to be incorporated in or placed in construction.
  • Administers fiscal procedures required for forecasting, control, and reporting of resources needed and expended.
  • Schedule and conduct pre-construction conferences to inform contractors of critical areas of design to be observed during construction, of administrative and technical, safety and quality control requirements.
  • Manage and participate in the contract modification and claims process. Develops timely scopes-of-work and RFPs for change orders, including engineering sketches as needed.
  • Prepare or review engineering cost estimates. Request earmarking of funds for changes. Negotiates contract changes with contractor to achieve an equitable adjustment. Prepare Price Negotiation Memorandum and Pre-negotiation Objectives.
  • Observe actual size and crew makeup, equipment, material, and time elements that pertain to potential/pending claim issues. Prepare complete and accurate Technical Analysis for claim issues.
  • Enforce safety provisions of contract specifications and applicable USACE Safety Manual; promotes the safety program in accordance with USACE policy; and, ensures submittal of contractor safety plan.
  • Perform or direct performance of random labor classification interviews on contract work force personnel within prescribed requirements to verify compliance of the workers trade with contract wage rates.
  • Serve as a delegated Authorized Representative of Contracting Officer (COR). Serve as an authorized representative of the contracting officer with authorities duties and responsibilities as set forth in writing by the contracting officers.
  • Manage resources allocated to ensures that construction placement schedules are met within the prescribed budgetary limitations.
  • Serve as the first-line supervisor; supervises, directs, assigns, provides technical advice to, and coordinates the work of Project Engineers and Construction Control Representatives, engaged in construction projects supervision and administration.
  • Provide guidance to lower-graded employees on proper technical approach to engineering and QA techniques to be implemented in complex civil works and military projects.
  • Establish detailed field inspection requirements, schedule, and contract methods and recommends changes in design, specifications, and schedules to accommodate conditions at the construction site or to expedite construction.
