PROJECT ENGINEER (Engineer/Architect)

The US Army Corps of Engineers, North York Division (NAN), is seeking a Purchase Card Program Coordinator in New York, NY. This is a full-time position. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce.

About the Position: This is an interdisciplinary position and can be filled under any of the following occupational series, depending on the qualifications of the applicant and needs of the agency:

General Engineer, 0801
Architect, 0808
Civil Engineer, 0810
Environmental Engineer, 0819
Mechanical Engineer, 0830
Electrical Engineer, 0850

  • Assure that requirements developed in 3-phase inspections comply with contract documents and are incorporated into the work and takes necessary steps to resolve deficiencies.
  • Review Contractor submittal including shop drawings, samples, data, etc. for compliance with contract documents; Accident Prevention Plans; Quality Control Plans, etc. for compliance with contract documents.
  • Implement government Quality Assurance (QA) Program, conducting QA/QC Coordination meetings, review of quality control plans and procedures and assessments of contractor performance through field surveillance and documentation procedures.
  • Make investigations and site visits to develop solutions to problems related to design and differing site conditions encountered during construction.
  • Evaluate own ability to address progress problems outside incumbent's engineering discipline and knowledge, and coordinates solutions with specialized expertise
  • Maintain surveillance over construction operations and takes appropriate action based on knowledge of applicable requirements to correct conditions that appear to be hazardous, or can cause damage or loss of Government or Contractor property.
  • Prepare data and reports for purposes of providing progress status to other Resident and District Office elements, upward reporting and customers' organizations.
  • Prepare cost estimates for modifications and participates in negotiations as required including reasonableness of time extensions and impact of modification on project schedule.
  • Process payment estimates and other administrative documents, entering all data into Corps of Engineers Financial Management System (CEFMS) and the USACE Resident Management System (RMS).
