Choice Neighborhoods Outreach Coordinator
Introduction
The Choice Neighborhoods Outreach Coordinator will coordinate and manage community engagement to implement the Thrive in the ‘05 Transformation Plan including the Choice Neighborhoods Implementation grant (CNI) under the supervision and direction of the Choice Neighborhoods Project Manager within the Housing and Community Development Department’s Strategic Planning and Community Engagement (SPACE) Division. SPACE works on planning, policy, and key inter- and intra-departmental initiatives including affordable housing development, place-based community development projects known as “Thrive Zones,” communications, mapping, research, and data analysis and visualization.
The Outreach Coordinator will provide support to the Project Manager, assisting in the coordination of Thrive in the ‘05 Transformation Plan-related activities focused on revitalizing the Tucson House, Tucson’s largest public housing development, and the surrounding neighborhood reinvestment area. In their role, the Outreach Coordinator will adopt an inclusive community organizing approach to ensure active participation from residents and stakeholders in the implementation of the CNI grant. This will include working in partnership with the full Choice Neighborhoods implementation team including the housing co-developer, various City departments, the City of Tucson Public Housing Authority, and a variety of education, recreation, wellness, and supportive services partners.
Essential Functions
Assist the project manager to develop, periodically update and regularly monitor work plan(s) encompassing all tasks required to complete the implementation plan.
Track project activities and outcomes including work plan and budget tasks using established data tracking methods.
Develop and implement other place-based initiatives as directed.
Participate in team efforts related to the CNI implementation plan including but not limited to affordable and mixed-income housing developments, Tucson House redevelopment, supportive service implementation, homeownership and housing preservation initiatives, neighborhood livability enhancements, façade improvements, health clinic development, and community food hub/accelerator development.
Support sustainability planning and resource development efforts, through ongoing identification of potential partnerships and funding opportunities, and assisting with writing grant or project proposals.
Organize and coordinate community events such as resource fairs, workshops, and planning meetings, media activities and communications to promote awareness of project activities and objectives, solicit input on new and emerging issues and provide opportunities for community engagement and participation under the direction of the Project Manager.
Facilitate community building, leadership training and capacity building activities to strengthen and expand the ability of residents, community members and businesses, and local partners to contribute to neighborhood transformation.
Attend neighborhood meetings, business forums, and other community events and meet with stakeholders and residents as needed to stay up to date with neighborhood activities and needs.
Facilitate meetings, prepare memoranda and work collaboratively with CNI implementation team members to review and discuss project strategies.
Prepare oral and written reports for various audiences including City leadership, the Public Housing Authority Board of Commissioners, community groups, Thrive in the ’05 neighborhood associations, and the general public.
Support subrecipients and subcontractors in the implementation of CNI programs and services.
Develop and sustain new working relationships with key partner organizations and social service providers with resources that can support programmatic goals.
Assist the project manager with communication and transparency activities including but not limited to website updates, social media, newsletters, mailings, media appearances, and public meetings.
Directly supervise work of Neighborhood Ambassadors and volunteers.
Carry out supervisory responsibilities in accordance with City policies and applicable laws.
Act as hiring manager for Neighborhood Ambassadors and volunteers/interns, conducts interviews and pre-selection testing, as/if applicable.
Train and orient Neighborhood Ambassadors and volunteers/interns.
Evaluate Neighborhood Ambassadors’ and interns’ performance, provide coaching and supervision to support success.
Provide training and educational assistance to Neighborhood Ambassadors to promote proficiency in work assignments and adherence to City policies and procedures.
Plan, assign, and direct work of Neighborhood Ambassadors and volunteers/interns.
Address employee concerns and resolve challenges.
Minimum Qualifications
Minimum Education Level & Type: Associate's Degree
Minimum Experience Qualifications: At least 2 years of experience in community services, public contracts or property management

The highest scoring applicants will be invited to participate in an Oral Board interview.
Oral board interviews will be held on Tuesday, December 12 and Friday, December 15, 2023 at the offices of Housing & Community Development - 310 N. Commerce Park Loop. Santa Rita Building (Virtual Oral Boards may be considered for applicants living outside the state of Arizona).
Hiring interviews may be conducted.
Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List. An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:
- 10% of your rating for training, education and work experience
- 20% of your written assessment score (scoring of the submitted cover letter)
- 70% of your oral board interview.
This recruitment will establish a civil service list that will be utilized to fill vacancies in Housing & Community Development Department within the next 6 months.
Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List.
