Supervising Water Resources Control Engineer (Supervisory)

The San Francisco Bay Regional Water Quality Control Board (Water Board) has an opening for a Supervising Water Resource Control Engineer in its Groundwater Protection Division. The office is located at 1515 Clay Street, Suite 1400, Oakland, CA 94612.


Duties:
Under the general direction of the Assistant Executive Officer, a Career Executive Assignment, the incumbent leads the Groundwater Protection Division, including three programs, distributed among three work units (sections), to protect groundwater and public health from chemical contamination. The Division programs include regulation of Land Disposal and Waste Containment (e.g., landfills and refineries), Department of Defense (contamination from operations at existing and former naval and army bases) and Site Cleanup (other commercial and industrial sites such as chemical manufacturers and dry cleaners). The incumbent identifies division priorities; prepares program work plans and performance targets; tracks progress; provides day to day guidance; reviews completed work; and collaborates and communicates effectively with stakeholders (including environmental justice interests, regulated parties, government agencies, Water Board divisions and programs). The incumbent implements practices to advance racial equity, address environmental justice and plan for climate impacts in directing the Division’s programs and projects.

Duties also include facilitating collaborative decisions to make recommendations to the Board and executive officers based on community input (including environmental justice interests), interdisciplinary expertise, and cross-division ideas (e.g., addressing surface water and wetlands connections with groundwater, planning for water quality and shoreline impacts of sea level rise and other climate impacts). Duties also include developing, preparing, reviewing, and commenting on draft regional and statewide policies, procedures, and technical memoranda - in collaboration with the Toxics Cleanup Division, participating on regional and statewide forums pertinent to the work of the Division, including making effective public presentations. Additional duties include resolving organizational, technical, and regulatory issues as they arise in the review and development of policies, programs and practices for groundwater and soil investigations and remediation.

Administrative work duties include coaching, mentoring and doing performance evaluations of Section Leaders and Senior Specialists, managing budget expenditures, adhering to agency procedures, and tracking and reporting program and project performance. Other duties include serving as backup for the Assistant Executive Officer and representing the Board in various meetings.
