THE POSITION
Hennepin County Public Works is seeking a Senior Engineering Technician to join the Land Acquisition group within the Transportation Project Delivery department. This position will work as part of a team to procure right of way for roadway reconstruction projects with opportunities for professional and technical growth through training and working with other experienced land acquisition professionals.

Location and hours:
This position is hybrid and will be performed both on-site at Hennepin County Public Works Department facility, 1600 Prairie Drive, Medina, MN 55340 (There is no public transportation to this facility), or in a field environment within Hennepin County, and remote as job duties allow. A reliable internet connection is required to complete work tasks through a VPN connection. Work hours are flexible between 6 a.m. and 6 p.m. Monday through Friday.

While this position is designated as hybrid, based on current requirements hires must reside in Minnesota or Wisconsin.

New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:
  • Obtain legal documents noted on the title opinions for the individual titles such as easements, liens, judgments and other encumbrances on properties.
  • Compute easement areas with Microstation software.
  • Prepare parcel acquisition exhibits using CAD computer aided design.
  • Enter parcel documentation and information in Land Acquisition Group Canyon software. 
  • Review and interpret complex legal descriptions of properties. 
  • Proof legal descriptions using deed plotter software ensuring accuracy.

Need to have:
  • One of the following:
  • Five years or more of experience in technical non-professional highway, land survey, geographic information systems application, or related engineering work, including specialized experience in the function performed.
  • Note: One of the following may be substituted for one year of the required experience:
  • Completion of an approved highway/civil engineering technology or land surveying training program.
  • 30 college semester credits in mathematics, geography, computer science or engineering-related technical courses.
  • Current Certified Survey Technician (CST) Level 3.
  • GIS Professional Certification (GISP).
  • Licensed Land Surveyor in Training (LSIT).
  • A valid driver's license and the ability to obtain a Hennepin County driver's permit.
  • Ability to walk on uneven terrain; bend and stoop; work outdoors in all types of weather conditions and lift items weighing up to 60 pounds with or without reasonable accommodations.

Nice to have:
  •  Experience with:
  • Surveying, mapping, drafting or property description/title work 
  • Subdivision plats, deeds and certificates of title.
  • Reading and interpreting of real estate legal descriptions.
  • Microsoft Word, Excel and SharePoint.
  • MicroStation CAD or AutoCAD Software
  • Knowledge of:
  • The Public Land Survey System and land surveying.
  • Property records system of Hennepin County.
  • Ability to:
  • Collaborate with internal and external stakeholders regarding count requests.
  • Perform technical writing on engineering subjects.
