About Us: The North End Community Improvement Collaborative (NECIC) is an asset-based community development organization that was formed in 2006 by a group of residents and community stakeholders. In response to the growing need for resources and the alarming rate of disinvestment in the North End community’s infrastructure, NECIC’s mission is to improve the quality of life and economic landscape of the North End. NECIC’s service area roughly equates to census tracts 6, 7 and 16 of Mansfield, Richland County, Ohio.
