Toxics Reduction Planner

Are you interested in helping lead a team of statewide pollution prevention staff? Our team helps businesses prevent pollution and transition to products that are safer for the environment. We need an organized, passionate leader to help create and organize our pollution prevention projects and grants.
 
The Hazardous Waste and Toxics Reduction Program is looking to fill this Environmental Planner 3 position. 

This is a state wide position, and can be located in any of our regional offices, depending on the location of the successful candidate. Office locations include LaceyShorelineUnion Gap, and Spokane.

The mission of the Hazardous Waste and Toxics Reduction (HWTR) Program is to protect Washington’s residents and environment by reducing the use of toxic chemicals, safely managing dangerous waste, preventing new contaminated sites, and cleaning up contamination. The HWTR vision is to be national leaders in minimizing and eliminating the impacts of toxic chemicals and hazardous waste.

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. Ecology is following current state guidance regarding building occupancy, mask requirements, health screening questions before entry, and social distancing.

Duties

 What you'll do:

  • The Toxics Innovation Leadership Team is made up of Toxics Reduction and Pollution Prevention staff across the state. In this position, you will support this team by providing direction, strategy, and guidance, and supporting staff needs and development. 

  • Plan and coordinate publications, policy, and rulemaking for our Toxics Reduction and Pollution Prevention programs associated with WAC 173-305 and WAC 173-307. This includes:
  • Consulting with the Assistant Attorney General to clarify rulemaking and policy issues
  • Developing, implementing, and evaluating policies, interpretive statements, regulatory guidance, and procedures
  • Supporting new policy development, and ensuring consistent statewide interpretation and implementation of these policies

  • Coordinate all aspects of multiple grant programs and projects for the Pollution Prevention Grants program. This includes:
  • Serving as the main point of contact for multiple grants and projects
  • Soliciting grant proposals and coordinating grant development with other staff
  • Tracking and reporting on existing grants and projects


Qualifications
Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational, volunteer and lived-experience. See below for how you may qualify.
Option 1: 

  • A Bachelor's degree in land use, urban, regional, environmental, or natural resource planning, landscape architecture, land use or environmental law, or public administration with an environmental emphasis, or closely related field 
  • Four (4) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

 
Option 2:

  • A Master's degree or above with a major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, land use or environmental law, public administration with an environmental emphasis, or closely related field 
  • Two (2) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
 
Option 3: 

One (1) year of experience as an Environmental Planner 2 at the Department of Ecology. 


Special Requirements/Conditions of Employment: 

  • Must have a valid driver's license


Desired Qualifications:
We highly encourage you to apply even if you do not have some (or all) of the desired experience below.

  • Experience with planning, policy development, or preparation of procedures or guidance.
  • Experience in waste reduction or pollution prevention, including federal and state programs or rules, green chemistry, safer alternative selection, or energy and water conservation.
  • Experience working effectively with, and explaining technical information to, members of the public, businesses, or other stakeholders
  • Experience preparing presentations and written materials that clearly and accurately share technical and scientific information to audiences that may not have a technical background
