Nature of Work: The ideal candidate is a progressive, forward-thinking engineer with strong organizational and administrative skills who possesses broad experience in public works. The City Engineer’s primary charge will be to oversee the City’s Community Investment Program (CIP), leading the planning, design, and construction of municipal capital projects under minimal supervision. This position interacts with many internal and external stakeholders, which requires collaboration and exceptional interpersonal skills. Candidates should have a proven track record of delivering projects on schedule and within budget. The City Engineer will also serve as a critical resource to other public works departments to include water, sewer, and streets. The City Engineer reports to and is evaluated by the City Manager.
 
Essential Duties:
 
1.  Effectively lead, direct, mentor, and supervise the design and construction of community investment projects; develop cost estimates, project descriptions and specifications, and project schedules. 
2.  Demonstrate fluency in the procedures, practices, principles and terms of municipal civil engineering and apply them on a departmental and citywide basis.
3.  This position will be overseeing federal and state funded projects that involve management of in-house staff, consultants and contractors, tracking of budgets and schedules, and working closely with the public and various outside governmental agencies.
4.  The City Engineer will develop cost estimates and accurate budgets and will work with the Finance Department to ensure that the 5-year CIP is adequately funded; will make recommendations to the City Manager and Finance Director regarding proposed enterprise fund fee structures.
5.  Initiates the annual process to receive, consider, and present recommendations for CIP projects to the City Council; manages an internal CIP committee that evaluates CIP projects.
6.  Requires the ability to identify, write, and administer state and federal grants.
7.  This position performs expert-level professional engineering work and acts as a technical advisor to the City Manager and/or appointed designee.
8.  Manages a wide range of complex, competitively-bid community investment projects including roads, bridges, streetscapes, sanitary sewers, water infrastructure, storm drains, street lighting, traffic signals, public buildings, and renewable energy projects.
9.  The selected candidate will be able to operate in an engaged and progressive community that values the environment, sustainability, resiliency, and “green” infrastructure.
10. Will perform duties of a Professional Engineer; secure survey data; design, review and seal plans; respond to technical questions; prepare studies; review subdivision plats and site development plans.
11. Perform occasional land acquisition duties; develop, obtain and review legal descriptions; complete land negotiations; and secure parcels of land for right of way and easements.
12. Should be experienced with managing projects requiring IDOT approval and understand their respective approval processes.
13. Communicate and interact tactfully and effectively with the public, business owners, contractors, consultants, and co-workers both orally and in writing utilizing strong interpersonal skills. Work effectively both independently and as a team player.
14. Develop and maintain effective working relationship with civic leaders, public officials, city residents, and co-workers; display the utmost respect and support for the adopted City Goals and Objectives both orally and in writing.
15. Utilizes, evaluates, and implements engineering software including AutoCAD, Arc GIS, other engineering related platforms that may be adopted by the City.
16. Assist and provide guidance to various City departments / divisions.
17. Approve Utility Right-of-Way Permits
18. Supervise City Engineering Division employees.

Work Environment: Work is performed both indoors and outdoors exposing the employee to extreme heat/cold weather and working around moving vehicles. Protective equipment that may be worn includes hard hats, safety vests, safety glasses, ear plugs, and other items as required by OSHA.
 
Physical Demands: Office work is essentially sedentary with occasional walking, bending, lifting of objects under 25 pounds, and requires the ability to sit for extended periods of time and to operate personal computers. Work outdoors requires frequent to continuous walking, at times over uneven or rough surface; standing; occasionally lifting and carrying moderately heavy objects.
 
Minimum Acceptable Qualifications: Graduate from an ABET accredited college or university with a Bachelors of Science Degree in Civil Engineering. Registered Professional Engineer, or must demonstrate the ability to receive an Illinois Registered Professional Engineer license within twelve (12) months of employment start date. Applicants must have a minimum of five (5) years of Civil Engineering design and construction experience; experience in the State of Illinois is preferred.

City Limit Residency Boundary Requirement: As a condition of employment with the City of Carbondale, the City Engineer is required to maintain their primary residence within the Corporate City Limits of the City of Carbondale.

Starting Salary: $86,446 - $118,033 (Salary Commensurate with Experience)
