Highway Engineer - Kanawha County

Nature of Work

The Highway Engineer will serve as the Materials Control Engineer at the Materials Control, soils & Testing Division. Performs professional engineering work at an expert level while reporting to the Assistant Director - Policy & Certification. The Materials Control Engineer will act as the Supervisor of the Division's Materials Control Section providing oversight, guidance and technical assistance with administration of the the Materials Management System. Materials Control duties will include but not be limited to overseeing and participating in the following: overseeing certification of all contract materials; resolution of District Material Inspection Reports (DMIRS) and discrepancies. Materials Management System responsibilities include the following: establishing, reviewing, and maintaining SiteManager Materials Procedures and manuals; establishing, reviewing, and maintaining the Division's ProjectWise policies pertaining to to Materials Management System; oversee the training of Central and District personnel in the use of the Materials Management System. Employee will oversee, review and maintain the Division's Independent Assurance (IA) program establishing procedures. The Division's IA person will report to the Materials Control Engineer.

 The Materials Control Engineer will be responsible for overseeing, writing, reviewing, and maintaining Materials Procedures and will act as the chair of the Division's Materials Procedure Committee ensuring all meetings are held and MP's are reviewed and approved as applicable. The position will also serve as the Division's representative for AASHTO National Transportation Product Evaluation (NTPEP) Program attending a national conference as needed. Related duties as required. 

Typical Duties and Responsibilities

• Supervises section activities and personnel in engineering and non-engineering areas

• Visits projects and makes on-site engineering decisions

• Trains and evaluates personnel to ensure quality work

• Plans, schedules, and coordinates the activities of subordinate personnel

• Reviews on-going work at major decision points with regard to problems or alternatives under consideration at that time

• Investigates and responds to citizen complaints or requests

• Represents the Department at internal and external meetings

• Serves as a senior level professional with recognized expertise which may include papers and/or credits published in nationally recognized transportation literature; presentations to national, regional or State professional groups, active membership in recognized national organizations or professional groups dealing with transportation engineering or other demonstrated expertise in a transportation engineering specialty such as concrete, steel, bituminous materials, environmental measurements, geotechnical evaluations, instrumental analysis, computer application, structural analysis, electronics, metallography, corrosion, welding and mathematical analysis, transportation systems analysis, route location, project evaluation, transportation planning, design, pavement, hydraulics, and other related fields

• Travel may be required, therefore; a valid driver’s license may be required

Required Skills and Knowledge

• Knowledge of the current principles, methods, and practices of civil engineering, including registration as a professional engineer

• Knowledge and understanding of internal policies, procedures and practices of the Department

• Knowledge of engineering research techniques.

• Ability to supervise and plan, organize, direct, and coordinate the activities of professional engineering staff

• Ability to establish effective working relationships with districts, divisions, industry, governmental units, public interest groups, and individuals

• Ability to communicate effectively both orally and in writing

• Ability to conduct successful applied research in a specialized branch of transportation engineering

• Ability to write professional quality papers, reports, research studies, and projects

Required Education and Experience

REQUIRED TRAINING/EDUCATION 

Note: Experience must have been acquired after obtainment of bachelor’s degree but may have occurred before or after registration as a professional engineer.
