Emergency Management Specialist

Brookhaven National Laboratory (www.bnl.gov) delivers discovery science and transformative technology to power and secure the nation’s future. Brookhaven Lab is a multidisciplinary laboratory with seven Nobel Prize-winning discoveries, 37 R&D 100 Awards, and more than 70 years of pioneering research. The Lab is primarily supported by the U.S. Department of Energy’s (DOE) Office of Science. Brookhaven Science Associates (BSA) operates and manages the Laboratory for DOE. BSA is a partnership between Battelle and The Research Foundation for the State University of New York on behalf of Stony Brook University.
Position Description
Essential Duties and Responsibilities:
  • Must be able to operate independently.
  • Maintaining the Hazardous Materials Program and ensuring compliance to related DOE Orders and guidance.
  • Maintain surveillance and conduct analysis of the BNL Chemical Management System for hazardous materials that may rise above the designated thresholds quantities.
  • Perform walkdowns at various locations to identify hazardous materials, including chemicals, radioactive, and biological.
  • Conduct an All-Hazards Survey for all facilities and operations.
  • Quantitatively analyze exceeding threshold quantity data for vapor pressure, dispersibility, and specific gravity.
  • Develop and update Emergency Planning Hazard Assessments (EPHA) based on materials identified from the hazard surveys.
  • Perform modeling of hazardous chemicals and radiological material data to estimate the health effects associated with short-term atmospheric releases of toxic materials.
  • Conduct chemical and radiological quantitative analysis in support of the Design Basis Threat Program (DBT).
  • Assist with emergency planning to include development, maintenance and updating of the Site Emergency Plan and local emergency plans.
  • Assist with the operational readiness of the BNL Emergency Operations Center (EOC) and the Emergency Response Organization (ERO).
  • Provides assistance to the BNL Drill and Exercise Coordinator with scheduling, execution and evaluation of BNL Drill and Exercise Program.
  • Identify strengths and weaknesses of emergency preparedness plans, policies, systems and procedures, and make recommendations for improvements.
  • Responsible for support functions such as reporting and procedure development; and the integration of emergency management with environmental, safety, health and radiation protection programs and staff.
Position Requirements
Required Knowledge, Skills and Abilities:
  • Bachelor’s degree in a technical field such as chemistry, engineering, or a related scientific field.
  • Minimum three (3) years progressively responsible related work experience is required
  • U.S. citizenship and the ability to obtain a DOE “Q” clearance.
  • Communicate concisely and effectively, both orally and in writing, with all levels of management, employees, guests, and representatives of regulatory agencies.
  • Prepare professional reports and develop program materials and plans, make recurring, formal presentations, and provide effective training in emergency management concepts to varied and diverse laboratory audiences, including senior management.
  • Excellent working knowledge of computer systems, database and spreadsheet management, Microsoft Office products including Access and web-based business systems.
Preferred Knowledge, Skills, and Abilities: 
  • A working knowledge of DOE O151.1D, Comprehensive Emergency Management, DOE-HDBK-3010-94, Airborne Release Fractions/Rates and Respirable Fractions for Nonreactor Nuclear Facilities, and DOE O 479.3C, Beyond Design Threats.
  • Experience with a hazardous material response team and a strong knowledge of hazardous materials desired.
  • A working knowledge of all applicable CERCLA, RCRA and DOE regulations and orders for hazardous materials.
  • Knowledge of radiological material in addition to a chemical management system, the Global Harmonization System (GHS), National Fire Protection Association (NFPA), Safety Data Sheet (SDS) and other associated resources.
Other Information:

This position is subject to 24 hour on-call in the event of any emergency and may require irregular work hours. Travel requirement less than 10%.
Relocation and housing costs will not be offered for this position.
