Senior Environmental Cleanup Engineer (Environmental Engineer 5)

 The Hazardous Waste and Toxics Reduction (HWTR) Program is currently looking for a Licensed Professional Engineer to join our Corrective Action Unit in our Northwest Regional Office near Seattle, WA.
As a senior engineer, the successful candidate will review site characterizations and cleanup plans for compliance with MTCA (Model Toxics Control Act) and sound environmental and engineering practices. This position exists to ensure that sites are cleaned up by the PLPs (Potentially Liable Party) to ensure human health and the environment are protected.

Duties
The Hazardous Waste and Toxics Reduction (HWTR) Program is made up of people dedicated to fostering sustainability, preventing pollution, and promoting safe waste management. We do many different things in a coordinated approach to protect the people and environment of Washington from pollution from hazardous products and waste.
What does this position do?
As a senior engineer you'll be the technical lead of a multi-disciplinary team of engineers, hydrogeologists, and outreach specialists in the cleanup of contaminated sites. You'll provide mentoring, engineering expertise, and a holistic environmental perspective to site cleanup. This work includes:
  • Providing engineering advice in the investigation, evaluation, planning, design, and supervision of construction at the region's highest priority and most complex cleanup sites, especially those in aquatic environments. 
  • Providing expert environmental engineering analysis to ensure planned remedial activities will achieve cleanup standards in compliance with MTCA.
  • Providing technical review and advice to agency staff, including environmental engineers, the Northwest Regional Office Section Manager, and policy staff, about engineering alternatives that will resolve difficult or highly controversial contaminated site issues.
  • Serving as the consultant to the Section Manager to explain engineering cleanup technologies.
  • Representing the unit in negotiations with other agencies, private organizations, industries, and consulting engineers in order to set cleanup levels and cleanup points of compliance.
  • Reviewing and evaluating the adequacy of feasibility studies, cleanup action plans, engineering design reports, as-built drawings, and other documents, in order to ensure the best outcome for all cleanup technologies used.
Who are we looking for?
We're looking for professional engineers who have:
  • Extensive experience in evaluating remediation technologies for the cleanup of contaminated sites
  • Excellent communication and interpersonal skills, and the ability to be resourceful and exercise good judgment
  • Experience implementing the MTCA regulations
Please Note: The salary posted above does not include the additional 5% premium pay that this position will receive due to this position's location in King County.

Qualifications
Required Qualifications:
Bachelor's degree with major study in one of the following engineering fields: sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, or related field AND Five years of environmental engineering experience AND Registration as a Professional Engineer in the State of Washington
OR
Master's degree with major study in one of the following engineering fields: sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, or related field AND Four years of experience in environmental engineering AND Registration as a Professional Engineer in the State of Washington.
NOTE: A PhD in one of the above engineering fields will substitute for two years of the environmental engineering experience.
Desired Qualifications:
  •  Experience working with the Model Toxics Control Act, CERCLA, RCRA, Clean Water Act, and other environmental regulations
  • Experience building relationships with local, state, and federal officials.
  • Experience with budget and contract management
  • Experience communicating complex scientific issues and concepts to a wide variety of audiences
  • Excellent written and oral communication skills.
Special Requirements / Conditions of Employment
  • Must be able to obtain and maintain a valid driver's license
  • Registration as a Professional Engineer in the State of Washington
  • Initial 40-hour hazardous materials training followed by annual 8-hour refresher training is required and can be completed within six months of hire
