The Toxics Cleanup Program (TCP) is looking to fill a Site Manager (Environmental Engineer 5) position. The position will be located in our Southwest Regional Office in Lacey, WA.
The Site Manager position serves as the sections senior contaminated site remediation technology expert providing mentoring, training, engineering expertise on a section-wide basis, and will apply conventional engineering techniques and principles to the section's most complex projects or largest projects with complex features, such as conflicting design requirements, unsuitability of conventional materials, or difficult coordination problems, and will represent the section as an authority in remediation technology technical specialty. The position will consult with/advise section supervisors and section manager on issues related to this specialty field.
We are looking for applicants who possess excellent technical and written skills, the ability to quickly assess and evaluate environmental data, and make decisions regarding sufficiency of cleanup actions. Strong applicants will have good organizational skills, strategic thinking abilities, experience with applying and reviewing new and emerging remedial techniques and comfort moving in a fast paced environment.

 Duties 
 Accidental spills of dangerous materials and past business practices have contaminated land and water throughout the state. The Toxics Cleanup Program (TCP) works to remedy these situations, which range from cleaning up contamination from leaking underground storage tanks, to large, complex projects requiring engineering solutions. Our mission is to get and keep contaminants out of the environment.
Some of the key work activities of the Site Manager position include: 
  • Acts as TCP-SWRO's section's technical expert for contaminated remediation technology and engineering.
  • Manages and/or oversees the investigation and cleanup of contaminated sites for compliance with Model Toxics Control Act (MTCA), other relevant laws and regulations, and program policies.
  • Negotiates, issues, and oversee agreed and enforcement orders. 
  Interesting aspects of the position:
  • Oversees compliance schedules and/or formal enforcement actions necessary to expedite contaminated cleanup at contaminated Sites.
  • Prepares formal letters, memos, technical reports, and bulletins. Negotiates and drafts agreed orders, consent decrees, enforcement orders, and cleanup action plans, including work to be performed and associated work schedules.
  • As a licensed senior environmental engineering specialist, this position will serve as the sections senior contaminated site remediation technology expert providing mentoring, training, engineering expertise on a section-wide basis, and will apply conventional engineering techniques and principles to the section's most complex projects or largest projects with complex features, such as conflicting design requirements, unsuitability of conventional materials, or difficult coordination problems, and will represent the section as an authority in remediation technology technical specialty. Position will consult with/advise section supervisors and section manager on issues related to remediation and engineering.
 This position is overtime exempt. However, incumbent is expected to be flexible in willingness to adjust work schedule and work additional hours as needed to meet business demands and deadlines.

Qualifications
Required Qualifications:
 A Master's degree with a major study in one of the following engineering fields: sanitary, water resources, civil, geotechnical, environmental, chemical, mechanical, or related field
AND
Registration as a professional engineer in the State of Washington or another state based on registration requirements equivalent to those in Washington
AND
Four (4) years of experience in environmental engineering.
OR
An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, water resources, civil, geotechnical, environmental, chemical, mechanical, or related field
AND
Registration as a professional engineer in the State of Washington or another state based on registration requirements equivalent to those in Washington
AND
Five (5) years of experience in environmental engineering.
NOTE: A Ph.D. in one of the above engineering fields will substitute for two (2) years of the environmental engineering experience.
Desired Qualifications: 
  • Research and Analytical Skills/Abilities: Ability to research, evaluate, and draw conclusions from data; support recommendations with facts and analysis; interpret and apply rules, laws, policies, and procedures.
  • Communication Skills/Abilities: Ability to convey ideas and facts orally and in writing using language the audience will best understand.
  • Consulting Skills/Abilities: Ability to partner with clients to identify and resolve complex or sensitive issues.
  • Relationship-Building Skills/Abilities: Ability to develop positive, productive, respectful working relationships with clients and co-workers.
  • Experience in cleanup site management.
  • Familiarity with the MTCA cleanup regulation.
  • Verification of completion of an Initial 40-hour hazardous materials training or the ability to successfully complete the training within the first six months of employment, followed by successful completion of an annual 8-hour refresher.
Special Requirements/Conditions of Employment: 
  • Possession of a valid Driver's License.
  • Registered as a Professional Engineer in the State of Washington.
  • Initial 40-hour hazardous materials training followed by annual 8 hour refresher. Must be acquired within six months of hire.
