(Administrative Manager I)
Salary: $57,865.60 - $115,024.00 Annually
This position is scheduled to receive salary range increases on the following dates:
Effective July 3, 2020 – 2.5% increase
Effective July 2, 2021 – 2.5% increase
Effective July 1, 2022 – 3.0% increase
Mandatory Employee Retirement Contributions will decrease on the following dates:
Effective July 3, 2020 – 1.2% decrease
Effective July 2, 2021 – 1.2% decrease
Effective July 1, 2022 – 0.5% decrease
Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.
 This recruitment is open to the public and is being held to establish an Open Eligible List to fill the current vacancy for a County Industrial Hygienist (Administrative Manager I). This list may also be used to fill future vacancies throughout the County in similar and/or lower classifications.
 The recruitment will be open until Friday, March 6, 2020 at 11:59 p.m.

THE DEPARTMENT
The Office of Risk Management preserves and protects the human and capital assets of the County of Orange to allow County departments and agencies to meet their missions without unnecessary cost. The Office operates as an "insurance company" for the County of Orange and manages numerous programs. Each of these programs are designed to protect the human, financial and physical assets of the County and reduce both the direct and indirect costs of accidental loss to County departments and agencies.

THE OPPORTUNITY
The County of Orange, County Executive Office (CEO)/Office of Risk Management has a challenging opportunity under the direction of the County Safety Manager to develop, administer, plan, organize, provide technical consultation and training services, and implement a comprehensive County-wide Industrial Hygiene program in support of the County's Safety and Loss Prevention Program. The successful candidate will:
  • Plan, organize, and conduct a County-wide program in the investigation and evaluation of occupational health hazards and indoor air quality concerns.
  • Review current and proposed State (CA) and Federal workplace laws and regulations impacting industrial hygiene issues to determine compliance and impacts to County operations.
  • Conduct specialized studies involving the anticipation, recognition, evaluation, and control of chemical, physical, and biological stressors in the work environments.
  • Collect, review and analyze data to evaluate hazards for complex industrial hygiene problems.
  • Make specific recommendations to mitigate unacceptable hazards or improve effectiveness of existing controls.
  • Prepare standards and procedures for the healthful conduct of work in hazardous environments and prevention of stressors in the workplace.
  • Oversee and perform technical field and laboratory work supporting the studies identified above, including collection of samples and measurements using Occupational Safety and Health Administration (OSHA), National Institute of Occupational Safety and Health (NIOSH), Environmental Protection Agency (EPA) and other standard methodologies used for collecting and analyzing environmental and industrial hygiene samples.
  • Perform and provide training for calibration, operation, and maintenance of industrial hygiene instruments and testing equipment.
  • Give technical assistance and guidance to County employees; prepare informational bulletins and news releases, as requested, related to industrial hygiene topics.
  • Provide technical assistance and guidance, as requested, with reference to specific problems encountered by the County Safety Office; provide resource material and give staff training on industrial hygiene topics.
  • Direct and review the preparation of correspondence, reports, and studies related to the field of industrial hygiene.
  • Stay current on technical advances for performing duties, as well as staying abreast of proposed regulatory changes that could impact the industrial hygiene program.
  • May supervise staff.

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will have:
Seven or more years of experience performing comprehensive industrial hygiene services, including indoor air quality and chemical/biological/physical agent exposure assessment
OR 
Five or more years of experience performing comprehensive industrial hygiene services, including indoor air quality and chemical/biological/physical agent exposure assessment and possess a Bachelor's degree from an accredited college or university in industrial hygiene, public health, chemical, biological or physical sciences, or engineering.
OR
Four or more years of experience performing comprehensive industrial hygiene services, including indoor air quality and chemical/biological/physical agent exposure assessment and possess a Master's degree from an accredited college or university in industrial hygiene, public health, chemical, biological or physical sciences, or engineering.
The ideal candidate will also possess extensive experience in the key competencies and attributes described below:

Technical Expertise
Thorough knowledge of and experience with:
  • The physical, chemical, and biological factors affecting employees in a work environment, such as waterborne, solid, and airborne contaminants.
  • Principles, techniques, and methods for identifying, measuring, and controlling occupational health hazards in a work environment.
  • Protective devices and equipment used to protect employees in a work environment.
  • The principles and use of environmental survey equipment used to determine environmental conditions and exposures.
  • Analytical techniques to interpret data, including statistical analyses.
  • Experimental and study design concepts.
  • Occupational and environmental health standards, laws, and regulations.
General knowledge of and experience with:
  • Principles and techniques of program planning, implementation, and administration, including budgetary practices and controls.
  • The general principles of risk management.
Proven ability to:
  • Conduct studies independently and in a professional manner.
  • Serve as a subject matter expert on industrial hygiene matters.
  • Interpret and consult on County, State, and Federal laws, regulations, and standards governing the health and safety of County workers and processes.
  • Communicate and interact in situations requiring instruction, persuasion, and counseling; participate in conferences, group discussions, and individual interviews.
  • Define problem areas; oversee the collection, interpretation, and evaluation of data; use principles of inductive and deductive reasoning to validate conclusions; define and select alternatives; persuade, rationalize, and project consequences of decisions and/or recommendations; plan, coordinate, and initiate actions; implement decisions or recommendations.
  • Effectively articulate rationale and arguments to support conclusions and recommendations.
  • Serve as a subject matter expert on industrial hygiene matters.

  • Assess and coordinate training to familiarize staff with each team assignment;
  • Maintain balanced assignments of staff by evaluating resources and time needed to accomplish tasks
  • Assist in recruitment for hiring new employees
  • Maintain positive working relationships with staff

PREFERRED QUALIFICATIONS
While not required, the ideal candidate will possess the following:
  • Certification in the Comprehensive Practice of Industrial Hygiene as issued by the American Board of Industrial Hygiene
  • Possession or qualifications as a Certified Asbestos Consultant, Certified Lead Assessor and Supervisor, and/or Certified Safety Professional
  • Extensive knowledge with indoor air quality studies and building systems
  • Experience working in the public sector, or in industries representative of public sector functions and activities
  • Experience with respiratory protection, aerosol transmissible diseases, hearing conservation, hazard communication, ergonomics

  • May need to wear personal protective equipment, such as respiratory protective devices, hearing protective devices, safety glasses and/or goggles, hard hat, safety shoes, and protective clothing, including gloves
  • May be exposed to fume, gases, odors, toxic materials, molds, spores, allergens, chemicals, oils, pesticides, animals, and/or firearms

Eligible List
Once the assessments have been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
