Eastern Olympic Basin Industrial Engineer (Environmental Engineer 3)

The Water Quality Program is currently looking for an Eastern Olympic Basin Industrial Engineer in our Southwest Regional Office in Lacey, WA.

This position is responsible for managing all individual NPDES, state industrial user, and state groundwater discharge permits in the Eastern Olympic Basin. As a registered Professional Engineer, this position administers state and federal water pollution laws, regulations, and permit programs for all assigned industries.

We are looking for people who possess excellent people skills, the ability to accurately assess a situation and make a decision, and the ability to communicate with a diverse audience.

We desire candidates who are familiar with regulating pollution from industrial wastewater and industrial stormwater facilities. This work includes permitting, engineering report review and approval, inspection, and compliance assistance work.

Duties

Agency Mission: The mission of the Department of Ecology is to protect, preserve and enhance Washington's environment, for current and future generations. 

Program Mission: The mission of the Water Quality Program is to protect and restore Washington's waters to support healthy watersheds and communities. Our work ensures state waters can support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.

This position supports these missions and represents the Water Quality Program as a registered Professional Engineer, and is responsible for solving complex problems and performing professional environmental engineering duties for the oversight of industrial wastewater treatment facilities in order to protect water resources.

This includes:
 
  • Negotiating wastewater discharge permits (State & NPDES) for industrial wastewater, industrial user (pretreatment), and industrial stormwater treatment plants.  
  • Requesting and reviewing applications for permits, preparing draft permits and fact sheets, and soliciting and responding to both permitted entity and public comments.
  • Deriving permit conditions based on legal and technical requirements for discharge to state waters, including use of mathematical models for mixing zones, considering complex biological, chemical and physical properties of the discharge and receiving environment.
  • Providing peer review for draft permits prepared by other engineers in the unit.
  • Providing independent and/or final review of engineering reports and design documents for industrial wastewater, industrial stormwater, and other industrial general permits, and developing discharge and reclaimed water permits for these facilities.
  • Determining the best available technology that is economically feasible in order to treat industrial wastewater and stormwater.

Qualifications

Required Qualifications 

A Master's degree with major study in one of the following engineering fields: sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, or related field AND Registration as a Professional Engineer in the State of Washington or another state based on registration requirements equivalent to those in Washington AND Two years of experience in environmental engineering
 
OR
 
An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field AND Registration as a Professional Engineer in the State of Washington or another state based on registration requirements equivalent to those in Washington AND Three years of experience in environmental engineering .
 

NOTE: A Ph.D. in one of the above engineering fields will substitute for two years of the environmental engineering experience.
 


Desired Qualifications 
 
  • Two years of experience in wastewater treatment plant design and operations, including preparing engineering reports, facility plans, and contract documents (plans and specifications) for industrial or municipal wastewater treatment facilities.
  • Experience or training in modeling including wastewater engineering and/or mixing zone analysis.
  • Ability to apply negotiation and conflict resolution skills.
  • Ability to communicate complex technical issues to the public. 


Special Requirements / Conditions of Employment:
 
Must obtain and maintain a valid driver's license.
 
NOTE: Requirements for professional registration as an engineer in the State of Washington are eight years of professional experience (which may include up to four years of college-level engineering education) and successful completion of sixteen hours of professional licensing exams. Applicants qualifying through the licensing equivalency option must achieve professional registration as an engineer in the state of Washington within six months of appointment to this class.
