Pretreatment Engineer (Environmental Engineer 2)

Ecology is currently looking for a Pretreatment Engineer in the Water Quality Program in our Northwest Regional Office (NWRO) in Bellevue, WA.
 
This position is responsible for performing environmental engineering duties for the regulatory oversight of industrial pretreatment programs and dischargers to protect state waters. Duties include oversight of pretreatment programs delegated to local governments, pretreatment technical assistance, providing initial review of engineering reports for industrial wastewater treatment, and managing discharge permits.

Duties

 
Agency Mission: Ecology's mission is to protect, preserve and enhance Washington's land, air and water for current and future generations. 

Program Mission: The mission of the Water Quality Program is to protect and restore Washington's waters to sustain healthy watersheds and communities. Our work ensures that beneficial uses are achieved including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife and public health.

The Water Quality Program is responsible for regulating discharges of pollutants to surface and ground waters by writing and managing wastewater and stormwater discharge permits, enforcing water quality laws, developing water quality standards and identifying waterbodies that fail to meet those standards, and providing technical and financial assistance to appropriate entities to help them protect and restore Washington's waters.

Under the direct supervision of a licensed Professional Engineer, this position performs environmental engineering duties in Ecology's Northwest Region Industrial Unit, involving the protection of public health and the environment from pollution from industrial wastewater. Some of the key work activities include:
  • Negotiates and prepares wastewater discharge permits for a wide variety of industries that discharge to sewers.
  • Inspects a wide array of industrial operations to evaluate compliance, provide technical assistance, and verify permit conditioning.
  • Evaluates engineering reports, SEPA documentation, slug control plans, spill control plans for adequacy.
  • Requests and reviews applications for permits, prepares draft permits and fact sheets, responds to public comments, and develops final permit.
  • Applies engineering principles, legal requirements, and technical analysis (biological, chemical and physical properties of the discharge) to protect sewage collection systems, treated wastewater and biosolids quality.
  • Works with sewage treatment plant staff to provide technical assistance and regulatory oversight in the implementation of local pretreatment programs.
  • Provides technical engineering assistance to stakeholders in the interpretation of state and federal clean water statutes and regulations. Establishes requirements for development of local pretreatment programs and oversees their implementation.
  • Reviews industrial waste discharge permits prepared by local pretreatment program staff.
  • Conducts periodic in depth review of local program performance.
  • Coordinates program activities with Headquarters and EPA. Represents the region on the pretreatment work group. 
  • Serves as pretreatment specialist to management and staff regarding industrial pretreatment engineering and permitting.

Please Note: The salary posted above does not include the additional 5% premium pay that this position will receive due to this position's location in King County.

Qualifications
 
Required Qualifications:

 
A Master's degree with major study in one of the following engineering fields: sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, or related field AND one (1) year of experience in environmental engineering. 
 
OR
 
An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field AND two (2) years of experience in environmental engineering. 
 

 

Desired Qualifications:
 
  • Experience in industrial wastewater treatment including preparing engineering reports, pollution prevention, and contract documents (plans and specifications) for industrial wastewater.
  • Experience or training in pretreatment: modeling for local limits, industrial user surveys or sampling wastewater.
  • Experience with sewage sludge/biosolids processes or POTW operations.
  • Ability to apply negotiation and conflict resolution skills.
