Consumer Safety Officer GS-696- 7/9

The Food and Drug Administration’s (FDA) Center for Tobacco Products (CTP) regulates the manufacturing, marketing, and distribution of tobacco products. Our goal is to reduce the harm from all regulated tobacco products across the entire population, including: reducing the number of people who start to use tobacco products, encouraging more people to stop using these products, and reducing the adverse health impact for those who continue to use these products. CTP's actions have significant public health and consumer protection impact and are among the most important issues faced by the Agency in its long and distinguished history. 

The Center for Tobacco Products (CTP) is responsible for implementing the Family Smoking Prevention and Tobacco Control Act. This law gives FDA authority over tobacco products by adding a new chapter to the Food, Drug, and Cosmetic Act. The Tobacco Control Act gives FDA the authority to regulate tobacco products and manufacturers based on the best available science and CTP is responsible for both assessing and fostering that science-base. CTP's actions have significant public health and consumer protection impact and are among the most important issues faced by the Agency in its long and distinguished history.

This position is located in the Department of Health and Human Services (DHHS), Food and Drug Administration (FDA), Office of Medical Products and Tobacco, Center for Tobacco Products (CTP), Office of Compliance and Enforcement (OCE), located in Silver Spring, Maryland.

Responsibilities/Job Duties:
  •  Accompany senior Consumer Safety Officers to conduct more complex inspections and investigations.
  •  Assists other consumer safety officers in the investigation of unusual consumer complaints which are under FDA/CTP jurisdiction.
  • Conducts other investigations where information can be obtained from known sources anis not likely to be deliberately concealed or falsified.
  • Prepares written reports that show the results of the inspections and investigations and submits the reports to the supervisor or higher consumer safety officer for review and evaluation.
  • Provides testimony in court regarding the conditions of the inspected establishment and the circumstances surrounding the samples the incumbent has collected.

Qualifications:
In order be eligible for the position of Consumer Safety Officer (Direct Hire), (GS-0696-7/9), you must meet the following requirements by 11:59 pm (Eastern Time) on 11/07/2019.

Citizenship Requirement: You must be a U.S. Citizen or U.S. National to be considered for this advertisement. Foreign nationals or legal permanent residents are not eligible for consideration.

Basic Qualifications: In order be eligible for the position of Consumer Safety Officer, (GS-0696-7/9), you must meet the following requirements.

You must possess the basic requirements identified below to be considered eligible for the position. Transcripts must be provided with the application to validate that coursework requirements are met. Unofficial transcripts will be accepted in the application package; however, official transcripts will be required prior to beginning employment. Failure to submit all transcripts will be considered an incomplete application. The education must have been obtained at a college, university, or an accrediting body recognized by the Secretary, U.S. Department of Education at the time the degree was obtained.

Applicants must have successfully completed one of the following:
A bachelor's or graduate/higher level degree in quality assurance or a related degree that included at least 30 semester hours in one or a combination of the following: consumer laws, biological sciences, food science, chemistry, pharmacy, physical sciences, food technology, nutrition, medical science, engineering, epidemiology, veterinary medical science, legal investigations, law enforcement, or related scientific fields that provided knowledge directly related to consumer safety officer work.

The 30 semester hours may include up to 8 semester hours in statistics, or course work that included the principles, theory, or practical application of computers or computer programming.
OR
Combination of education and experience--courses consisting of at least 30 semester hours in the fields of study described in paragraph A above, plus appropriate experience or additional education.

In addition to meeting the basic qualifications for the Consumer Safety Officer, GS-0696-07 position, you must also meet the following:

Have one year of specialized experience, equivalent to the GS-05 level in the Federal service, gathering and performing standard analyses of scientific data; and preparing reports on scientific/technical study findings.
OR
Have one (1) full year of graduate level education. (One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that number cannot be obtained from the school, 18 semester hours will satisfy an academic year of graduate study. (You must submit transcripts at time of application submission).
OR
or superior academic achievement, I have a bachelor's degree as described in the Basic Qualification Requirements above and meet Superior Academic Achievement (S.A.A.) criteria. I meet one of the following: (1) Class standing- in the upper third of the graduating class in the college or university. (2) Grade-point average (G.P.A.) - have a grade-point average of 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. 3. Election to membership in a national scholastic honor society - Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed by the Association of College Honor Societies (You must submit a transcript at time of application submission).
OR
Have a combination of specialized experience and graduate level education in a field related to the duties of this position that meets 100% of the qualification requirements for this position.
In addition to meeting the basic qualifications for the Consumer Safety Officer, GS-0696-09 position, you must also meet the following:
Have one year of specialized experience, equivalent to the GS-07 level in the Federal service, interpret and evaluate standard analyses of scientific data; and develop and draft reports on technical study findings and compliance documents.
OR
I have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.
OR
Have a combination of specialized experience and graduate level education in a field related to the duties of this position that meets 100% of the qualification requirements for this position.
