ASSISTANT PUBLIC HEALTH ENGINEER                                                          

DISTINGUISHING FEATURES OF THE CLASS
Under general supervision, an employee in this class performs public health and sanitary engineering work of moderate difficulty, subordinate to that which requires the services of a professional engineer.  The work involves performing assignments requiring the application of engineering skills and knowledge to sanitary engineering projects in a county health district.  An important part of this work is field inspection of water and sewage systems, subdivision developments and industrial buildings for the public health engineering aspects and to gain compliance with the New York State Public Health Law, the New York State Environmental Conservation Law, the New York State Sanitary Code, the Rules and Regulations of the New York State Department of Environmental Conservation and the Suffolk County Sanitary Code.  The incumbent assists professional Public Health Engineers in special projects and studies, and prepares technical reports. Supervision is exercised over the district sanitary inspectors.  Work is performed under the supervision of a professional engineer.  Does related work as required.

TYPICAL WORK ACTIVITIES
            Makes field inspections of construction of new water supply and sewage waste treatment plants to insure compliance with approved plans; inspects and prepares reports on existing public water supplies and sewage treatment plants to insure compliance with public health code;
            Assists professional Public Health Engineers on special projects or studies; prepares technical engineering reports on assigned projects;
            Reviews and recommends for approval or disapproval, in compliance with public health laws and sanitary codes, engineering plans for new sewerage systems, sewerage extensions, sewage and waste treatment plants, water treatment plants and new water supply systems;
            Consults with engineers, architects and builders regarding the water supply, sewage waste disposal features of their plans;
            Assists the district Public Health Engineer in directing the environmental sanitation program; supervises district sanitary inspection staff;
            Assists in the training of water and sewage plant operators; participates in orientation and on-the-job training of environmental sanitation personnel.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of the principles, practices and techniques of sanitary and public health engineering; good knowledge of the design and construction of public and private water and sewage facilities; good knowledge of modern development, current literature and sources of information regarding the public health engineering field; ability to supervise personnel in a manner conducive to full performance and high morale; ability to perform engineering computations and to make recommendations on engineering problems; ability to express oneself clearly and concisely, both orally and in writing; ability to prepare technical reports; physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS
            OPEN COMPETITIVE
            Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree in either Engineering or Engineering Technology and,
            Either:
            (a)  A Master's Degree in either Engineering or Engineering Technology, or,
            (b)  One (1) year of experience as a public health engineer or trainee in a state or municipal health department; or,
            (c)  Two (2) years of sanitary, public health or environmental engineering experience.

NECESSARY SPECIAL REQUIREMENTS
At the time of appointment, and during employment in this title, employees will be required to possess a valid license to operate a motor vehicle in New York State.
