Job Description and Duties

The Water Resource Control Engineer (WRCE) will be a driving force in a rapidly growing program dedicated to protecting California’s water resources while revitalizing communities. This role offers a unique opportunity to lead impactful work through two major statewide initiatives: 

  • The Orphan Site Cleanup Fund (OSCF) – providing grants that accelerate cleanup at abandoned or financially challenged UST sites, clearing the path for safe redevelopment. 
  • The Cleanup and Abatement Account (CAA) Program – a separate, high-visibility funding program that supports critical water-quality cleanup projects, often targeting disadvantaged communities that have historically been overlooked. 

As a WRCE, you’ll help turn contaminated properties into community assets by guiding grant-funded cleanup projects, evaluating proposals, and supporting stakeholders who are working toward environmental restoration and redevelopment goals. This is a mission-driven role with statewide reach—perfect for candidates who want to make tangible, meaningful change. 

While experience with site assessment or remediation is beneficial, you don’t need deep or highly specialized technical expertise to excel in this role. In this role, you will: 

  • Review and evaluate technical documents, data, proposals, and action plans that shape cleanup strategies under both OSCF and CAA programs. 
  • Directly support community groups, local governments, consultants, and internal teams with professional, timely guidance. 
  • Help advance environmental justice by prioritizing projects in disadvantaged and overburdened communities.  
  • Support redevelopment efforts statewide by helping transform blighted properties into safer, usable land. 
  • Participate in occasional field visits to improve project understanding and strengthen decision-making.

The WRCE position is with the State Water Resources Control Board’s Division of Financial Assistance in the UST Cleanup Fund Branch. The office is located at 801 K Street, Sacramento.

Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with Executive Order (EO) 22-25 after July 1, 2026.

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment.  Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.
