Job Description




The Naval Nuclear Laboratory (NNL) has an excellent opportunity for an experienced Business Professional within the Quality, Performance & Improvement (QPI) Director Management Office (DMO). We are looking for an energetic individual that is passionate about being part of an organization that supports the mission of the Naval Nuclear Program. Business Professional positions within QPI provide a wide variety of challenges; they work with our IT leads, finance, and project managers/analysts to continuously improve the way we integrate performance, financial, and planning data. The successful candidate must be motivated, have effective communication skills, demonstrate an attention to detail, and be able to work to short-term deadlines.  This role includes developing teaming relationships with personnel from across an organization to meet Program needs and achieve financial goals.



 This role is an integral part of our DMO team, read more about the role below:


•    Work with QPI subdivision managers, project managers/analysts, and other business professionals to support ongoing financial needs of the directorate and continuously improve the way we integrate performance, financial, and planning data.


•    Support annual Naval Reactors Technical Budget Plan (NRTBP), Technical Work Plans (TWP), and QPI Portfolio updates.


•    Work with financial services and the procurement department to coordinate financial execution actions and status.


•    Monitor and manage financial status, including reconciling monthly financial performance for M&S, QPI Workforce, Travel, Training, and Overtime ceiling accounts).


•    Perform accounting/finance functions to support the ongoing needs of the department.


•    Support our leads and managers to overcome budgetary, procurement, and estimating challenges in their day-to-day work.


•    Supporting Fluor Marine Propulsion financial performance requirements for DOE and Navy Source of Funds (SOF) metrics 


•    Serves as a liaison with Financial Services, Directorate Management Office, and SOF owners


•    Collects and maintains information on materials and services, and workforce spending 


•    Works with enterprise financial systems to collect and report financial information


•    Builds and maintains effective working relationships with company management






Required Combination of Knowledge and Skill



Bachelor's degree from an accredited college or university and 6 years of relevant experience; or
Master's degree from an accredited college or university in a related field and 4 years of relevant experience.




Preferred Skills



•    Experience leading or supporting teams.
•    Collaboration with leadership to resolve financial challenges.
•    Experience working with corporate level financial systems.
•    Experience working with corporate procurement systems.
•    Proficiency with acquiring and managing funding for procurements.
•    Highly skilled with Office 365 (Teams, Excel, Word, SharePoint) and MS Power Platform.
•    Experience managing financial data.
•    Experience working with Financial Services and the Procurement Department
•    Excellent verbal and written communication, and presentation skills

Pay Range



$78,700.00 - $120,500.00 annually
Salary information provided is a general guideline only. Annual salary is based upon candidate experience and qualifications, as well as market and business considerations.


The Naval Nuclear Laboratory is operated for the U.S. Department of Energy (DOE) by Fluor Marine Propulsion, LLC (FMP), a wholly owned subsidiary of Fluor Corporation. Naval Nuclear Laboratory personnel are FMP employees who work at four DOE facilities: Bettis Atomic Power Laboratory, Knolls Atomic Power Laboratory, Kenneth A. Kesselring Site, and Naval Reactors Facility, and at the U.S. Department of Defense-owned Nuclear Power Training Unit-Charleston. FMP employees also have an established presence at numerous shipyards, satellite, and vendor locations.
