Planner I – Community Development

The City of Painesville is seeking a Planner I. Entry-level administrative work performing a broad range of functions related to the development of long- and short-range planning duties in accordance with the City’s Unified Development Code, Comprehensive Plan, Downtown Development Plan and Historic Districts. 

Assignments include but are not limited to, development plan and permit review, writing staff reports, site inspections as needed, answering public inquiries about zoning, and other projects as assigned. Work is to be carried out with a reasonable degree of independent action and judgment in required time frames. The incumbent in this position will interact with the public often, informing the general public of planning regulations and procedures.

Full time in-person position 

Rate of Pay - $28.93 - $36.92 per hour 

 

The qualifications and duties for this position include the following: 

  • Valid Ohio Driver’s License
  • Member of APA or AICP at time of appointment
  • Bachelor’s Degree in Planning, Community Development, Landscape Architecture, Architecture or a closely relater field. Master’s Degree in Planning or relater field preferred.
  • Reviews development and zoning permit applications including but not limited to subdivisions, site plans, decks/patios, fences, business occupancy, exterior alterations, signs, sheds and certificates of appropriateness (design review) in conformance with the City’s Unified Development Code (UDC).
  • Interprets, explains and enforces provisions of City UDC, Comprehensive Plan, applicable laws and regulations, and other policies and standards to potential applicants and the public.
  • Assists the Director in the compilation of data, through computer searches and field work.
  • Assists the Director with conducting public meetings. The Planner I may present at these meetings as they develop skills, knowledge and overall planning experience.
  • Assists the Director with preparing zoning responses for public information requests.
  • Assists the Director with site inspections regarding proposed projects and zoning complaints.
  • Accurately prepare thorough written records and reports.
  • Maintain complete, accurate, and well-organized records at all times.
  • Accurately and expeditiously responds to inquiries for information from various individuals.
  • Answers telephone and counter inquiries regarding City UDC and requirements.
  • Researches and analyzes ordinances pertaining to planning and zoning issues.
  • Performs other duties as required or assigned.
