Portsmouth Site Lead (Gen Eng/Physical Scientist) EK-0801/1301-IV
As the Portsmouth Site Lead, the selected candidatewill:
- Serves as the Site Supervisor the Federal Project Director for cleanup projects, principal site contact for the local community, and contact and liaison with State and Federal regulators. Aligns ongoing activities with short- and long-term organizational goals and objectives. Formulates, develops and directs a broad program which includes the leadership of an interdisciplinary group of scientists, engineers and other professionals and support staff. all environmental compliance projects and activities at the site. These programs are accomplished through the management and oversight of performance based contracts at the Portsmouth/Paducah DOE site, a major Government owned, contractor operated complex.
- Develops policies and long-term plans and strategies for dealing with a range of technical (scientific in nature) problems involving facility operations, facility construction, materials storage and handling, waste management, remedial actions, and worker safety and health. Incumbent acts as the primary site interface with stakeholders and regulators on all matters requiring interpersonal skills, in addition to technical understanding.
- Oversees identification and characterization of problems to be addressed to determine the scope and depth involved; determines if problems can be resolved at the local site level or should be elevated to the PPPO Manager; establishes priorities within available resources; initiates discussions with interested parties and analyzes work required to solve problems; organizes work into formal projects.
- Plays a key role in successfully executing the capital asset cleanup projects under the purview of the PPPO and acting to ensure the office meets project objectives and technical, schedule and stays within approved/established cost scopes. Incumbent interfaces with the DUF6 Federal Project Director located in Lexington to support successful coordination of all onsite activities.
- Provides expert advice and suggested solutions to PPPO Management for consideration. Proactively identifies and ensures timely resolution of critical issues that impact project performance. Strives to remove any barriers to project success. Formulates, executes,and provides high-level technical advice and recommendations to resolve complexoperational challenges.
- Drives execution as the programmanager for all environmental, deactivation, and demolition projectsat the Portsmouth Site. Provides technical and programmatic guidance and direction to engineering and scientific federal and contractor staffs in accomplishing work.
- Serves as the Contracting Officer's Representative (COR) for assigned contracts, including work acceptance and invoice approvals. Oversees program cost and schedule baselines, ensuring strict contractor accountability.
- Leads or participates in inter-disciplinary ad hoc teams to identify, analyze, solve or recommend solutions, or implement solutions to a broad range of technical and management problems falling under the responsibility of the PPPO. Delivers technicaland programmatic direction to federal and contractor personnel.
