Job Description and Duties

The Los Angeles Regional Water Quality Control Board (Los Angeles Water Board) is seeking a talented and motivated California-registered Senior Engineering Geologist to manage its Land Disposal Unit located at 320 West 4th Street, Suite 200, Los Angeles, California, in the heart of downtown Los Angeles and conveniently located near subway and public transportation access.

Under general direction, the Senior Engineering Geologist will supervise staff within the Land Disposal Unit and oversee a wide range of regulatory and technical activities related to land disposal and waste management facilities. Duties include reviewing Waste Discharge Requirement (WDRs) applications for completeness and Board consideration; evaluating geologic and hydrogeologic aspects of closure and post-closure maintenance plans for landfills and other waste management units; coordinating with internal and external stakeholders; overseeing field inspections and compliance activities conducted by staff; and preparing written reports, technical recommendations, and oral presentations for management and Board consideration.

Desirable Qualifications

  • Strong written and oral communication skills, including the ability to prepare technical reports and deliver effective presentations to management, the Los Angeles Water Board, stakeholders, and the public.
  • Demonstrated ability to plan, organize, and manage complex projects while meeting regulatory deadlines.
  • Strong technical expertise in the design, operation, and regulatory oversight of landfills and other waste management units, including experience reviewing geologic, hydrogeologic, and geotechnical reports and workplans.
  • Experience conducting regulatory compliance inspections and supporting enforcement activities related to land disposal and waste management facilities.
  • Knowledge and experience evaluating geologic and hydrogeologic aspects associated with the design and operation of land-based waste management units, including landfills, land treatment units, composting facilities, surface impoundments, landfill liner systems, leachate collection and removal systems, subsurface barriers, stormwater and drainage controls, hydrologic and geotechnical investigations, and water quality monitoring data.
  • Ability to work collaboratively and effectively with a broad range of agency representatives, technical professionals, community members, and internal and external stakeholders.
  • Excellent interpersonal skills, professionalism, and a strong work ethic, with a commitment to continuous learning and advancing environmental protection and public policy goals.

 

Duties:

The Senior Engineering Geologist (SEG) is responsible for supervising the staff in the Land Disposal and Wastewater Consolidation Unit. In this capacity, the SEG will:

  • Direct the implementation of waste discharge requirements for active solid waste landfills and other waste management units in the region. Direct the periodic review of requirements and recommend revision, rescission, or continuance of the requirements.  Direct the review of applications for completeness and adequacy.
  • Direct reviews of the geologic and hydrogeologic aspects of closure and post-closure maintenance plans for land disposal and other waste management units.
  • Oversee interpretations, identifications and analyses of geologic materials, aquifer systems, hydrogeologic data, etc.
  • Direct implementation of the Wastewater Consolidation Program consistent with Senate Bill 1215.
  • Coordinate with internal and external stakeholders.
  • Supervise staff’s field inspections.
  • Provide written and oral reports and recommendations to the Regional Board.

Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with Executive Order (EO) 22-25 after July 1, 2026.

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment.  Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.
