Civil Engineer I
LOCATION: Queen Anne's County, Maryland
JOB SUMMARY
This position provides civil engineering services to the County. This position functions under the supervision of the Division Director, Chief, or Project Manager on design and construction projects associated with public infrastructure and facilities. Individuals must have the ability to design public works/parks projects and may provide engineering support to other county departments for engineering services, construction management and development of material specifications.
Additional responsibilities include assisting senior engineers with the County’s Municipal Separate Storm Sewer Systems (MS4s) and related stormwater management programs; pursuit and administration of grant funding; Federal Aid Bridge Program support (Department of Public Works only); review of traffic impact studies; road and bridge design/construction projects; building design/construction and building maintenance projects; design/construction of stormwater management and drainage projects; stormwater management facility review and inspection; review of site plans and subdivisions in accordance with established standards and the ability to prepare written and verbal reports and memorandums for review by supervisor.
ESSENTIAL FUNCTIONS
Provides cordial, responsive, and accurate customer service in both written and/or verbal formats.
Provides engineering services to and/or management of County projects as assigned.
Provides design and drafting services for assigned projects and activities using the AutoCAD computer program.
Assists in review of construction projects, and development review projects (subdivisions and site plans).
Assists senior department management as required.
Supervises Civil Engineering Technicians, Construction Inspectors and other staff as may be assigned on a specific project team. (Department of Public Works only)
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
Ability to maintain collaborative working relationships with those contacted in the course of work activities. Ability to utilize surveying equipment. Ability to read, analyze, and interpret governmental regulations and procedures. Ability to prepare reports and business correspondence. Ability to effectively present information and respond to questions from individuals or groups of clients and the general public.
Ability to apply advance mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to review and interpret construction drawings and specifications. Ability to use computer-aided design and drafting programs.
CERTIFICATES, LICENSES, REGISTRATIONS
Possession of a Class C Maryland Motor Vehicle Operator’s License (or the equivalent from another issuing state) or the ability to obtain such a license within thirty (30) days of employment to position.
NIMS TRAINING
The following National Incident Management System (NIMS) Training is required within the first year of employment:

EDUCATION AND EXPERIENCE
Undergraduate degree in civil engineering from an Accreditation Board of Engineering Technology (ABET) accredited college or university.
PHYSICAL DEMANDS
Typically required to sit at a desk or computer table. The employee is occasionally required to walk, stand, or stoop. Occasionally required to lift, carry, push, pull or otherwise move objects weighing up to 20 pounds. Use office equipment requiring above average degree of dexterity. Sufficient degree of hearing and speaking required to communicate with applicants both in person and over a telephone. Visual ability to effectively operate all equipment required to meet minimum job requirements.

WORK ENVIRONMENT
Work is performed in an office-like setting in an environmentally controlled area with occasional duties in outside weather conditions. The noise level in the work environment is moderate.
COMMENTS
This position has been designated as an ESSENTIAL POSITION and may be required to report to or remain on duty when County offices are closed due to inclement weather or for other reasons.
An employee in this position may be required to work shift work, overtime, weekends, and holidays and/or remain on standby for a call back to work.
Employees must conform to applicable policies and safety rules.
This position is one within the Queen Anne’s County Civil Service System. An employee must serve a period of twelve months’ probation during which he or she may be terminated without notice, cause, hearing or right of appeal.
