Senior Purchasing Specialist

Ready to take your procurement skills to the next level? Lead the way in securing the goods and services that keep our utility operations running efficiently. From managing competitive solicitations to building strong supplier partnerships, your work will directly support essential services and make a tangible difference in the community every day.

What You'll Do:

  • Oversee purchasing for multiple utility departments, making sure all processes follow rules and regulations.
  • Lead competitive bidding processes, from creating specifications and soliciting proposals to evaluating submissions and posting award recommendations.
  • Serve on committees for the selection of suppliers, architects, engineers, and other professional services and management consultants.
  • Support the Utility Supply Center during storm events and participate in important meetings like pre-bid or pre-construction sessions.
  • Keep track of contracts, monitor timelines, and suggest updates or renewals to ensure services stay uninterrupted and cost-effective.
  • Maintain purchasing records, provide clear reports, and advise departments on market trends, sourcing options, and ways to maximize purchasing efficiency.


Minimum Training & Experience:

  • Bachelor's degree in finance, marketing, public administration, business administration, or a related field; AND
  • Seven (7) years of relevant professional purchasing experience

OR 

  • High School Diploma or GED; AND
  • Eleven (11) years of relevant professional purchasing experience

Necessary Special Requirements:

  • Valid Class E State driver's license (or equivalent) at the time of application
  • Professional certification required at time of appointment: Applicants must hold one of the following credentials—Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), NIGP Certified Procurement Professional (NIGP-CPO), Project Management Professional (PMP), or a comparable credential.
  • Financial disclosure requirement: Incumbents in this position must file a financial disclosure statement with the Supervisor of Elections in their county of residence, in accordance with Florida Statutes, Chapter 112, Part III.
    • Filing is required within 30 days of placement in a covered position.
    • Annually thereafter by no later than July 1 while serving in the covered position.
    • Within 60 days of leaving the covered position.

  • Hybrid work opportunity: After successfully completing the probationary period, employees may be eligible for one remote work day per week
  • Flexible work schedule option: A four (4) 10-hour workday schedule is available  (Note: Employees on a 4/10 schedule are not eligible for remote work.)
