Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.
In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

The State Water Resources Control Board’s Division of Financial Assistance has an opening for a Water Resource Control Engineer in the Groundwater Grant Unit. The position is headquartered at 1001 I Street, Sacramento, CA 95814.
The unit manages two types of projects: 1) those that clean up contaminated groundwater, and 2) those that build wastewater infrastructure for small communities. Both project types support the State Water Board’s efforts to keep California’s water clean, affordable, and abundant.

Duties:
Under the close supervision of a Senior Engineering Geologist (Supervisory), the incumbent will provide financial assistance to projects that clean up contamination in groundwater and build wastewater infrastructure for small communities. Duties may include:
- Reviewing financial assistance applications.
- Reviewing and approving plans, specifications, reports, and other technical documents.
- Reviewing and approving invoices to ensure that public funds are only used for their rightful purpose.
- Preparing reports, keeping records, and providing customer service to both internal and external stakeholders.
- Traveling for site inspections and conducting meetings with stakeholders.
