Job Description

Lead development and procurement of Design-Build and PPTA projects. Support program delivery by selecting, procuring, negotiating and administering complex PPTA and Design-Build transportation projects. Assist in developing, implementing and monitoring policies, procedures, guidance and practices for Design-Build, PPTA and procurement of Professional Service Contracts. Lead the post procurement compliance and oversite of the complex PPTA transportation projects. Provide analysis and support on complex projects to assigned program area by planning, developing, monitoring and evaluating projects and programs.
 


How you will contribute:

  • Financial Management and Performance: Prepare, maintain, and present tracking data on financial performance of assigned projects. Work closely with District PM to manage business and financial aspects of strategic contract management. Review annual financial plans and life cycle maintenance plans. Support District Project Managers in negotiating contractor change orders. Develop independent cost estimates for change orders, new business opportunities or construction comparisons. Coordinate with the Districts, OAG's Office, Tolling, Financial Planning and others to review, analyze and resolve issues. Perform financial analyses for programmatic and policy issues. Prepare agency legislative impact statements when required. Analyze financial data and extract and define relevant information. Interpret data for the purpose of determining past financial performance and, or project and future financial probability. Prepare and conduct presentations for staff at various levels.
  • Policy Oversight: Oversee development of assigned P3 program policy documents. Review and editing of all guidance and policy documents. Review and update of the PPTA guidebook to include design and construction and operations and maintenance for P3 projects. Provide annual updates for the VDOT Business Plan. Develop, monitor and manage project performance measures. Ensure technical accuracy and administrative compliance of assigned documents. Identify and obtain consensus with applicable stakeholders.
  • Program Administration: Oversee financial management, business activities and procurement of contracts as well as management of projects. Ensure a consistent approach is used in P3 contract management. Attend regular meetings with District and other divisions. Maintains comprehensive knowledge and working skills necessary to effectively oversee the maintenance and operations of the P3 projects.
  • Program Compliance: Ensure that all obligations under the contracts are met. Review and establish policies for documentation. Review retention and destruction policies and modify as necessary for the long-range multi-year project lifespan. Review District retrieval procedures for warranty and claim issues. Coordinate with other projects, agencies or departments to coordinate and engage independent engineers as needed. Facilitate resolutions on differing perspectives between stakeholders and VDOT.
  • Program Management: Lead contract development and negotiation for PPTA projects. Oversee P3 projects as team lead. Lead solicitation and procurement activities and assist in complex PPTA and Design-Build projects. Conduct research and analysis. Ensure project oversight. Administer consultant contracts. Conduct high level project screenings. Develop risk assessments and recommend or prioritize projects for appropriate project delivery. Serve as a primary team member on PPTA projects. Plan, coordinate and prioritize multiple assignments with scheduled timeframes. Lead, participate or facilitate in transportation studies. Interpret contracts, special provisions and specifications related to roadway design, construction, maintenance and operations. Coordinate with federal agencies, District Offices, other divisions on studies, deliverables and PPTA projects.

  • Knowledge of procurement processes in accordance with VDOT's and FHWA's policies and the Virginia Public Procurement Act.
  • Knowledge of project and program development process, management, contract negotiations and contract administration.
  • Knowledge of the principles and practices of policy analysis, legislative practices, financial planning as well as budget development, execution, and evaluation.
  • Skill in the use of computers and software applications.

 


Minimum Qualifications:

  • Ability to assemble, analyze, reconcile, monitor budgets, financial transactions; interpret financial data and prepare financial reports.
  • Ability to communicate effectively orally and in writing with diverse audiences to include team members as well as to facilitate and obtain agreements from a diverse group of project participants.
  • Ability to conduct independent, technical policy and program analysis.
  • Ability to interpret, effectively apply policies, procedures, federal and state procurement laws.
  • Ability to query, review historical data, analyze, coordinate and propose financial and operational solutions for a large organization, using multiple financial and operational resources.
  • Knowledge of civil engineering principles and practices related to transportation project design.
  • Knowledge of project, program development, management to include contract negotiations and contract administration.
  • Knowledge of the principles, practices of policy analysis, legislative practices, budget development, execution, evaluation and of financial planning.
  • Skill in providing and promoting good customer service to customers.

Additional Considerations:

  • A combination of training, experience, or education in Finance, Economics, Business Administration, Civil Engineering, Construction Management or related field desired.
  • Ability to perform and understand complex financial models.
  • Experience in conducting independent, complex technical policy and program analysis.
  • Experience in multi-million dollar negotiations and contract management.
  • Experience in transportation engineering, highway construction, report writing, policy and procedure development, contract development and contract administration.
  • Experience managing financial models and review processes and working effectively with complex programs, financial plans and operations.
  • Knowledge of Design-Build and PPTA processes, procedures and evaluation.
  • Knowledge of traffic and revenue studies.
  • Knowledge of transportation project finance practices, procedures, and policies.
  • Project Management Professional (PMP) Certification
  • Valid Professional Engineer's license desired.
