Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the bargaining contract.The salary range(s) included on this job posting do not reflect the reduction in pay.

This position is entitled to a $250.00 pay differential per month based on Bargaining Unit and/or work location if hired to report to the Richmond Office in Contra Costa County.

The State Water Resources Control Board, Division of Drinking Water, Safe and Affordable Funding for Equity and Resilience (SAFER) Drinking Water Section, has an opening for a Water Resource Control Engineer in the Northern Engagement Unit. Duties: 

The Water Resource Control Engineer (WRCE) will focus on drinking water solutions for Failing and AtRisk public water systems in the SAFER Section – Northern Engagement Unit of the DDW. Responsibilities include but are not limited to consolidation of water systems, appointment of administrators, and continuous updating of the needs analysis and assessment activities for affected water systems in California. This position will primarily focus on efforts related to the SAFER Program, which supports permanent and sustainable drinking water solutions that ensure all Californians have access to safe, affordable, and reliable drinking water. This position requires the incumbent to maintain consistent and regular attendance; communicate effectively (orally and in writing if both appropriate) in dealing with the public and/or other employees; develop and maintain knowledge and skill related to specific tasks, methodologies, materials, tools and equipment; complete assignments in a timely and efficient manner; and adhere to department policies and procedures regarding attendance, leave, and conduct.
